February 9, 2017 Regular Board Meeting Minutes

CALL TO ORDER
D. Knutson called the meeting to order at 7:10 pm. Agenda was properly posted.

MINUTES
L. Baudoin moved to approve the minutes of the January 12, 2017 regular board meeting, P. Gephart, seconded and motion carried.
COMMENTS FROM THE AUDIENCE
There were no comments from the audience.
FINANCIAL AND STATISTICAL REPORTS
The January financial reports were not available for the board meeting. They will be distributed at the March meeting.
 
The January statistics were reviewed. A year-to-date difference column was added to the report. The board would like to continue to see the statistics that are lower than previous years in red font to easily see possible trends. Resident patron statistics were added to the report.
 
Statistics up year-to-date include circulation for city patrons, Waukesha county, adults, outreach, and renewals; new adult patrons and city resident patrons; adult and teen program attendance; and overall web stats.
 
Statistics down year-to-date include circulation for Jefferson county, juveniles; holds filled, and overdrive usage; new juvenile patrons; library visits; room reservations; and juvenile attendance.
VOUCHERS
January vouchers will be approved at the March 2017 regular board meeting.
COMMUNICATIONS AND ANNOUNCEMENTS
The February calendar and library related newspaper articles were included in the board packet.

H. Schick reminded board members to continue to provide volunteer hours.
DIRECTOR'S REPORT
 
COLLECTION DEVELOPMENT/REFERENCE
B. Bleck shared that the 90+ large print titles that Hope Kramer was able to order with the grant from the AT&T Pioneers nearly all had holds, and those that did not have holds flew off the shelf very quickly. The World Languages collection is also generating a good amount of interest. The two most checked-out languages in the collection are Polish and Hindi, and Mandarin and German materials are circulating very well, too. In the children’s section, the new “Holiday” pull-out collection has been a hit with patrons, as it makes the seasonal holiday books much easier to find, and has created some much-needed display space atop the shelf.
 
COMMUNICATIONS

A was note sent by State Senator Chris Kapenga to our Special Services Coordinator, Jennie Fidler (Jennie lives in Senator Kapenga’s district). He saw an article about the Mobile Library program and was very happy to read about the program.

An article from Shelf Awareness about a recent Gallup poll about the reading habits of Americans was included in the board packet, which Lisa Baudoin wished to share with the group.

CONTINUED SYSTEM INVOLVEMENT/AUTOMATION

At the most recent APL meeting, Bridges staff asked directors for feedback on their idea to offer a giveaway at the Bridges booth at the county fairs: Scratch-off tickets good for a certain dollar amount off of library fines. The group would like general feedback from the library boards in the system.

Wisconsin Library Legislative Day will be held Tuesday February 21 in Madison. B. Bleck will attend and speak with elected representatives about issues facing Wisconsin libraries right now, and the importance of libraries and library systems in our state.

FRIENDS OF OPL

The Friends board of directors will hold their first quarterly meeting of the year on Wednesday February 15.
 
LIBRARY OPERATIONS
There was interest at the last board meeting in exploring allowing checkouts to patrons who do not have their library card with them. B. Bleck is gathering more information on this.
 
PERSONNEL/CONTINUING EDUCATION

B. Bleck announced that Vanessa Schlais is our new part-time reference and programming librarian. Christine Sunday and Heather Rooker are new circulation assistants hired to replace Karen Clark and Jeanette Michalets.

B. Bleck shared that Caitlin Schaffer, Youth Services Librarian, has been elected to the Board of Directors of the Youth Services Section (YSS) of the Wisconsin Library Association. This is an excellent leadership opportunity, and she will be a real asset to the YSS board.

PUBLIC RELATIONS

Celebrate Libraries is a Pewaukee company that specializes in creating promotional videos for public libraries. They created two videos and several podcasts of staff interviews, and found local sponsors to fund the project (Winter, Kloman, Moter & Repp LLC and First Bank Financial Centre). The videos are both linked to the library’s website, and we are working out the best way to link the podcasts. The podcasts are currently available at: http://podcast.celebratelibraries.com/
OLD BUSINESS

Second reading, Meeting Room Policy revision

P. Gephart moved to approve the second reading of the Meeting Room Policy revisions, L. Baudoin seconded, and the motion carried.

Second reading, Privacy Policy revision

H. Schick moved to postpone the second reading of the Privacy Policy revision until the March 2017 regular board meeting, P. Gephart seconded and motion carried

Approve amount for gift fund expenditure for National Library Week (April 9-15, 2017)

H. Schick provided prices for chocolates from Sweet P's Pantry. M. Mulder moved to approve to up to $175 from the gift fund to purchase chocolates for library staff, P. Gephart seconded and motion carried.

NEW BUSINESS

Consider/act on holiday closings for 2017

Thanksgiving: Close early (at 6 pm) Wednesday November 22
Christmas: Close Sunday December 24 through Tuesday December 26
New Year’s: Close Sunday December 31 through Tuesday January 2

H. Schick moved to approve the 2017 holiday closings, P. Gephart seconded and motion carried.
